What is the recommend use of quote marks?

What is the recommend use of quote marks? I have been replacing foot and inch marks with real quote marks by hitting ALT-0146 or ALT-0147 or ALT-0148. It looks fine on my PC but some users are getting question marks and other strange characters instead.

A good rule of thumb: if it's on a key on a keyboard (if you know what i mean), it's probably safe. Even so, if there's an HTML entity for it, it's probably better use that because it's easier to understand. The correct HTML code for a quote is: "
